Statement of the GSC DCO and DXO on Black Lives Matter:

The murders of George Floyd, Breonna Taylor, and Ahmaud Arbery served as catalysts exposing the deep pain and justifiable anger caused by centuries of systematic and still pervasive racism, discrimination, and harassment. Both our members and the communities we serve are hurting.

The Rebel Legion charter stands against all forms of discrimination and harassment. As such, the Galactic Strategic Command DCO and DXO stand with Black Lives Matter against the harassment and discrimination faced by Black communities in the US and around the world.

Our detachment’s purpose is to create community and to support, celebrate, and encourage the creation of high quality, accurate officer and commander costumes and the costumers who wear them. We are a small detachment, but we have also seen a lot of growth over the past few years. As we continue to grow, it is our hope that the detachment reflects the diversity of the Star Wars community. The GSC currently has 202 members with 403 costumes between them. There are an additional 6 approved costumes in the legion whose primary detachment would be the GSC, but the members have not yet joined the detachment. Of those 202 members, 78% are white. The majority of our 43 BIPOC members have joined in the last 3 years. (Around 76% of our total detachment members have joined in the last 3 years, though so that is no surprise.) Clearly, there is still work to do.

We want to make sure that the detachment culture is such where our black and BIPOC members feel welcomed and celebrated, and acknowledging our own whiteness, we welcome input- especially if there are unidentified areas for growth. These are a few of the steps we are committing to as detachment leaders:

First, we want to affirm loudly and clearly that anyone can costume any character, regardless of race, ethnicity, age, body shape, gender, etc. This includes face characters! We also want to make clear that while costumers are not required to conform to the race or gender presentation of the character and are encouraged to costume ANY character they wish, all costumes must be worn in a way that is respectful of the character's race or gender. The use of makeup intended to make the customer appear to be of a different human race (skin darkening, "Asian" eyeliner, etc.) is disrespectful and not in line with the spirit of the Rebel Legion charter. If you or your friends have ever experienced racism as a part of GSC or the broader Rebel Legion, please contact us and we will work with you and for you to rectify the problem.

We recognize that minority voices can be easily buried in discussions and decision-making by majority vote. We commit to listening to and boosting black and other minority voices in GSC standards and policy discussions. Any decisions that would particularly affect minorities will be made through a carefully moderated discussion that seeks consensus, actively seeking clarification and advising from minority members. If you see us moderating any discussions in an unjust manner, please tell us and we will correct our behavior.

As always, we are committed to inclusion in detachment roles. If you are interested in helping out, let us know! Many hands make light work, and there are so many talented members with much to offer. I want to specifically note that we are aware that there is a much smaller percentage of BIPOC voices that are detachment members. To ensure there is space for the voices of potential BIPOC members, we will make sure as many of these conversations as possible take place in the general commander area, rather than hidden behind the GSC Detachment sub forum.

This summer, we commit to the following actions:
    1. Our detachment PR team will look at ways to make sure we highlighting BIPOC characters, members and contributors. If you have suggestions or want to help, let us know!

    2. We will continue to monitor and moderate our social media platforms, with a zero-tolerance policy towards racist or other bigoted comments. All such comments will continue to be documented with screenshots, then deleted. If the person making such comments is a Rebel Legion member, the screenshot will be sent to the COG as evidence of charter violating behavior. Repeat offenders will be banned from our social media platforms.

    3. We will begin a review of our GSC Detachment Charter to determine if any parts of it are exclusionary or could be improved to be more inclusive, in addition to reviewing it to modernize and standardize our charter alongside the other Detachments. Our goal is to begin charter amendment discussions within the detachment in August. We encourage any and all GSC members and prospective members to suggest amendments to our charter. You can send your amendment ideas to me, RebelLady (Kristina) or tenebris (Empathy) in a private message.

    We will also review our standards to determine if there are any aspects that are unintentionally discouraging black and other BIPOC costumers from applying to the Rebel Legion as face characters such as Mon Mothma, Leia, Connix, Madine other GSC characters. We will continue to make sure that generic character references and resources include as much diversity as possible.

    4. We will create a list of GSC costumes that already include partial and full head coverings or could easily be adapted to include them for costumers who wish to cover their hair for religious, cultural, medical or other personal reasons. This list will be posted on the main officer/commander forum and included as a resource on the GSC web site.

Empathy and I know that because we are white, there are things we do not fully understand, and we may make mistakes. We promise to listen and to do our best to make sure that the detachment is a welcoming, safe and supportive place.

The Galaxy of Color has provided these educational resources as a starting point for those who want to learn more about the Black Lives Matter movement and how to support racial justice:
-Recognizing and addressing racism in organizations
-Ways to show up for racial justice while sheltering in place
-How to support protesters in every city
-Anti-Racism resources
-Know your rights (based on US laws)
-Things you can do to fight for racial justice

The Galaxy of Color has also suggested the following charities if you would like to make a donation:
-NAACP Legal Defense Fund
-Know Your Rights Camp
-ACLU
-Donate to bail funds
-More bail funds and Black Lives Matter funds

Black lives have always and do matter. As do the dreams, hobbies, passions, and crafts of black people. We stand in solidarity with #BlackLivesMatter and also commit to doing better as a Detachment to be welcoming, supporting, and protecting black and other BIPOC members.

I've gone through the current working list of GSC primary costumes and looked at which ones may* work most easily for wearing hijab, modesty, or other religious concerns. Any generic can be a female if that is something that is preferred rather than costuming as a male character. (I know there are a lot of dudes on this list.) Also note, this is a list of officer and commander type costumes because we were looking specifically at resources for making the GSC more welcoming. There are also a ton of costumes that fall under other detachments that may work. (Handmaidens, Jawa, Clones with kama, skirted Jedi)

*This list is a starting point, and there are obviously nuances and varying rules. We absolutely want expert input! If anyone has ideas, suggestions, etc. we want to hear them!

This is the initial list of the officer/commander costumes I found:

Masks:
Note- generic officers from all eras can be done as aliens, so masks can be worn with quite a few costumes! Twi'leks, while not a full mask, may be an option to consider. Lekku can be flesh-toned if make-up is a concern.

Face Characters and Unique Alien Generic Costumes:
    -Raddus (Mon Calamari)
    -Gial Ackbar (Mon Calamari)
    -Aftab Ackbar (Mon Calamari)
    -Polo Se'lab (Bothan)
    -Generic Profundity Mon Calamari Officer (Rogue One)

Hats/Caps:
Several of the hats/caps worn by officers have either integrated ear flaps that can be worn to completely cover the hair and in some cases the neck. Others, such as the RFT helmet worn by Rebel Fleet Captains could possibly be worn over a traditional hijab.

    -Generic Echo Base Commanders

Note: Luke and Han in their Hoth Officer costumes also can wear this hat.

Resistance Cap and Scarf:
    -TFA Resistance Officer A
    -Resistance Officer B

RFT Helmet:
This would deviate slightly from the standards/references, but the helmet is large enough, it may be possible to request a religious exemption. The LMO would make the call here.

    -Rebel Captain, Miniatures

Skirts:
Most GSC costumes are military in nature so feature pants, however, there are a few that may work for modesty concerns- particularly when paired with a wig or cap.
