With regard to the length...
we assume that most folks do take the Jedi that are seen in the movies as their main reference....
and...
I don't think that you will find many Jedi where the outer tunic does not at least cover the butt and crotch....
We are getting submissions of some where their outer tunic only falls a couple inches below the sash and look like an oversized shirt instead of a tunic.

I have noted over the years that Jedi who do more combat have shorter tunics...
for example...
Obi Wan in Episode 1 has a very short outer tunic....
but
his backside and his crotch are fully covered...

so...again...we (perhaps erroneously) assume that most people who are going to make or spend money on a Jedi costume would do a little looking around.

If you know your way around a sewing machine, you may be able to make it look a little better, but extra length is tough; you only got what is already in the costume to work with.
If you plan to wear your robe at all times, maybe you could remove the sleeves and use them for the skirt of the OT.

One other way to get 1 or 2 inches of extra length is to slit open the waist seam (or make one if one isn't there, and insert a little fabric there. The trick is to be sure it will all stay hidden under the obi, so you are limited on how much you can add.
