Because writing standards are complicated and things gets forgotten or overlooked because the focus was elsewhere. And a generic standard is even harder to write than a face character standard.
That said you also can't write everything you can or can't do as it would get too long and wordy, so you have to trust people to do some research and use some common sense and logic.

At SDCC 09', Mary Franklin even noticed my sleeves.
