no buckle just velcro on the strap. and yes, the shin-spats are attached to the boot with glue.

Can I ask one more stupid question? Is the upper piece attached to the two lower pieces? You can't tell with the strap. I'm having a hilariously bad time trying to sew all three pieces together.

first thing to do is make the spats from paper. cut/trim until you get a proper fit.
that way you can get the curve right, where they join together.
(the pattern is just a rough approximation - not to scale, by any means).

and yes I had the same problem.. it's easier to just glue the top/bottom portions directly to the boot (don't bother joining them together), and then just hide the seam with the ankle strap.
