Hello.
Good questions you have here. While this costume is clearly inspired by the AOTC one there are several differing points such as the pintucks and the wider armbands just to mention two. (Also note the padded arm and leg patches).
As long as you make it to reference and make sure to note you have made *this* version of the costume, not the movie one, you should be good.
Boiled wool might very well work, but I'd test how difficult it is to do the patterns on it first. It's a very uneven surface to work with and you might have trouble getting the Naboo symbols to stand out sharp. I could go with a linen look as well for this texture, maybe a linen-viscose mix. You'd still get a lot of texture, but have a more even surface to work with for the patterns.

Btw: that purple cloak pattern is awesome! Those lighter lines would look great embroidered!  _________________

What a great choice in costume! And matching outfits are always fun

Oh yes more Clone Wars Padme outfits!! I actually built this one myself, without the cloak though.
As Lora said there are similarities but the shirt has some differences. I have a closeup photo of my shirt details to hopefully help! I studied the show and movie so much to get the details right haha
As for the cloak fabric, I wouldn't do one that matches the live action weave. What you've mentioned would work well as long as you can get the design on it! Luckily with animated costumes you have some room for fabrics.
